Complaints and Appeals Policy

The Malaysian Online Journal of Educational Technology (MOJET) is committed to fair, transparent, and accountable editorial practices. The journal considers complaints and appeals carefully and handles them objectively, confidentially, and in accordance with recognized principles of publication ethics.

Editorial Appeals

Authors may appeal an editorial decision when they believe that a significant procedural error, factual misunderstanding, or misinterpretation of the manuscript affected the decision.

Appeals must be submitted by the corresponding author and should include the manuscript title and ID, clear grounds for reconsideration, and supporting evidence where relevant.

An appeal based only on disagreement with reviewer comments or dissatisfaction with the editorial decision will not normally be sufficient for reconsideration.

The journal will assess whether the appeal presents reasonable grounds for further review. When appropriate, the manuscript and relevant editorial records may be examined by an editor or Editorial Board member who was not directly involved in the original decision. The journal may uphold the original decision, reconsider the manuscript, or seek additional independent review.

Submitting an appeal does not guarantee that the original decision will be changed.

Complaints

Complaints may concern the journal's policies, editorial procedures, peer review process, ethical practices, editorial conduct, or published content.

A complaint should clearly describe the issue and include, where applicable, the manuscript ID or DOI, relevant correspondence, supporting documentation, and the resolution requested.

The journal will assess each complaint and investigate substantive concerns fairly and confidentially. Additional information may be requested from the parties involved when necessary.

Complaints Concerning Editors

An editor who is the subject of a complaint will not be solely responsible for handling or deciding the matter.

Complaints concerning an editor may be referred to another senior editor, an uninvolved Editorial Board member, or the Publisher. Complaints concerning the Editor in Chief will be handled directly by the Publisher, and the Editor in Chief will not participate in the investigation or decision.

Independent advice may be sought when necessary to ensure impartial consideration.

Publication Ethics Concerns

Concerns involving plagiarism, duplicate publication, authorship disputes, data fabrication or falsification, undisclosed conflicts of interest, citation manipulation, peer review manipulation, or other forms of research and publication misconduct will be addressed under the journal's Publication Ethics Policy and relevant COPE guidance.

Where necessary, MOJET may contact authors, reviewers, academic institutions, research integrity offices, funding organizations, other journals, or relevant organizations as part of an investigation.

The journal distinguishes between its responsibility to maintain and correct the scholarly record and the responsibility of institutions to investigate allegations of researcher misconduct.

Concerns About Published Content

Concerns regarding published articles may be raised at any time. Following assessment or investigation, MOJET may take appropriate action, including publishing a correction, editorial note, expression of concern, or retraction.

No further action will be taken when a concern is found to be unsupported by sufficient evidence.

Any action affecting the published scholarly record will follow the journal's publication ethics policies and relevant international standards.

Confidentiality and Conflicts of Interest

Complaints and appeals are handled with appropriate confidentiality. Information will be shared only with individuals or organizations whose involvement is necessary for fair assessment and resolution.

Editors or Editorial Board members with a conflict of interest related to a complaint or appeal will not participate in its evaluation or decision making.

Submission and Resolution

Complaints and appeals should be submitted to the journal's official editorial contact address. The submission should include the complainant's name and contact information, the manuscript ID or DOI where applicable, a clear description of the issue, and relevant supporting information.

MOJET aims to acknowledge complaints and appeals promptly and provide a reasoned response after appropriate assessment. Complex ethical cases may require additional time, particularly when consultation with institutions or independent experts is necessary.

The journal will make reasonable efforts to resolve complaints and appeals fairly and transparently. MOJET follows the principles and guidance of the Committee on Publication Ethics (COPE) in addressing complaints, appeals, and allegations of publication misconduct.
